On March 28th, 2007, ICANN formalized its 20th and 21st relationships with country code top level domain (ccTLD) managers for .ci - Côte d'Ivoire (Institut National Polytechnique Felix Houphouet Boigny), and .ru — Russia (Coordination Center for TLD RU) that is an Accountability Frameworks, while with the Russian Federation it is an exchange of letters, which took place at the 28th public meeting of ICANN being held in Lisbon, Portugal.
The Accountability Framework program provides two mechanisms; the first is an Accountability Framework document that sets out the obligations of a ccTLD manager and ICANN, which also covers dispute resolution and termination and is designed for ccTLD managers requiring a formal document with ICANN. The second mechanism is an exchange of letters between ICANN and the ccTLD manager designed for those for whom a simple statement of commitment is more appropriate.
